    Notice is hereby given in terms of the Local Government: Municipal Systems Act, No 32 of 2000 and the Local Government: Municipal Financial Management Act, No 56 of 2003, that the Draft IDP and Medium-Term revenue and Expenditure Framework Forecasts for the financial year 2014/2015 to 2016/2017 of Setsoto Local Municipality is available for public comments.

    Copies are available for the period of 21 days for public comments until 29 April 2014 on the Setsoto Local Municipality’s website, www.setsoto.co.za, as well as at the municipal offices and libraries in all the towns of the municipality.

    Written comments should be put in the suggestion boxes provided at all municipal buildings and libraries in various towns or directed to the Office of the Municipal Manager or Chief Financial Officer, Tel: 051 933 9301/2, Fax: 051 933 9343/63, e-mail: manger@setsoto.co.za or finance@setsoto.co.za, and this should be done on or before 29 April 2014.

    DEVENFRA Plough Back to the Community

    The Mayor of Setsoto Local Municipality Cllr Tshediso Jakobo together with DEVENFRA contractor bolted the month of February on a very high note. DEVENFRA contractor is responsible for developing PSL level stadium at Meqheleng which has a capacity to carry 2500 people. This massive development project amount to 60 million rand for its completion. The Mayor of Setsoto Local Municipality Cllr Tshediso Jakobo awarded certificate and working tools to the brick layers and steel fixers. These people were identified from the community of Meqheleng and were employed and given necessary skills of brick laying and still fixing.

    One of the workers Mr.Maloke David who also received a gift, had this to say “I am indeed humbled and feel privileged are to be counted amongst the recipients of this noble initiative. These tools will help me a lot moving forward”.

    “We are very proud as the company to have given back to the community of Meqheleng since this is the motto of our company. We believe in uplifting and ploughing back to the community” said Mr Cloete the managing Director of DEVENFRA contractor.

    A total of twenty (20) brick layers and steel fixers benefited from this initiative. This has seen the recipients not only making ends meet but also equipping them for better life after this project.

    This project started in June 2012 and has created jobs for 24 members of the community and it is expected to be complete by 2015.

    It is a derived pleasure to announce to the community of Setsoto that the municipality managed to secure new Municipal fleet during the 2013/2014 financial year.

    The Municipality saw it befitting to invest in buying these new fleet which comprises of seven (7) bakkies, tipper truck, Injector machine and the caterpillar). The purpose behind this initiative was to ensure that as the municipality we keep and fulfill our primary responsibility and task of ensuring and enhancing service delivery speedily to our community.

    We are convinced as the municipality that this initiative will benefit our community in a very positive way and bridge a gap between complaints and the response within a reasonable time. The fleet was distributed amongst all four units of Setsoto Municipality (Clocolan, Marquard, Senekal and Ficksburg) and they are already on the ground working to make lives of our people better.

The municipality deeply apologises for the current situation but the community is also informed that the current situation of Senekal, Marquard and Clocolan is not influenced by lack of performance from the side of the municipality but due to low rainfall this season.

    Water restrictions have been implemented and we kindly advise the community to comply with them to avoid being liable to a fine. We appeal to the residents to start using water sparingly. Activities such as watering of gardens and car wash must be stopped to extend the supply of water to all residents. We urge all community members to report water leakages so that we can prevent further loss of water.

The games were initiated to proactively encourage our communities to participate in sports as to enhance healthy lifestyle, community cohesion and curb incidents of crime and use of drugs in our communities.

    As these were the first Mayoral Cup Games to be hosted by Setsoto Municipality, it is with great pleasure to announce the first sporting codes that participated in this tournament were Soccer and Netball. The codes were chosen because they are common sporting codes in our Municipality and one sports code will be added every year to able each community member to participate in her/his sports of choosing. Soccer and Netball Teams that took part in this Cup Games were given sports attire and balls as motivation their development. The Office of the Mayor has been supportive of the development of sports through its Youth Development Office, Gender Office and Sports Development Office hence Mayoral Cup Games will grow every year even to include disability games.

    We are humbly thankful to Setsoto Local Football Association for their inputs and guidance for making this event a success. We also send our appreciations to DSACR TMD Director, DSACR Lejweleputswa District Director, and TMD Sports Council for their support and gracing our inaugural Setsoto Mayoral Cup games with their presence.

The event was held at Mapenyadira Hall in Ficksburg and was graced by Mayor of Setsoto Mr Tshediso Jakobo, Municipal Manager Mr Tshepiso Ramakarane, Councillors, Senior Municipal Officials and Community Leaders.

    The Mayor of Setsoto Mr Tshediso Jakobo and his councillors did the handing over of the tittle deeds, He said “we have prioritised the elderly because they have been waiting for a while to be the proud owners of their lands, this is also a symbol of showing our elderly that we love, care and not forgotten them”.

    53-year-old Nkgono Keiso Kopa said she was very delighted and satisfied to finally be in possession of her tittle deed. She thanked the Setsoto Municipality for receiving her own deed since she is not a pensioner and staying with her five (5) children. Nkgono Keiso Kopa encouraged other residents to be patience like they were.

    This event marked the success of the government of democracy since its inception to provide land and housing with full Tittle Deeds to previously disadvantaged persons. These persons were largely affected by the provisions of the infamous Land Act of 1913 which took away the rights of Africans to own the land.

    The process will be continuous and the community will be informed of other dates and venues where the remaining tittle deeds will be issued to the rightful owner which is about 4855 in number. Most people will be proud owners of their lands with full tittle deeds and proud owners of houses where they will have a safe shelter and family investment and legacy.

    Valve management shall be implemented during periods of the day as and when required. However, the times will be communicated to residents on time.
    The Speaker and Ward Councillors will embark on public awareness campaigns to inform the community about these water conservation and water restrictions.

    Penalties

    The Traffic Officers and Water Services Officials will monitor adherence to these restrictive measures.

    A fine of R500.00 will be imposed upon anyone found abusing water resources in line with restrictions. Failure to pay the fine will result in criminal charges being brought against the person in terms of the Water Restrictions Bylaw.
    Exceeding the household limit of 25kl per household will result in tariff increase as follows: increase of 30% between 25-35kl and increase of 50% above 35kl.
    Businesses, hotels, boarding house government buildings, schools and recreation clubs will get a 30% penalty in levy.
    All businesses, hotels, boarding houses, government buildings, schools and recreation clubs that cannot achieve this should apply to Director Technical Services for consideration of an exemption based on valid reasons.
