    It is fundamentally important for every municipality to develop EPWP policy. A municipality without EPWP policy is an municipality without control over job creation. If there were no formal documented EPWP policy endorsed by the council, then municipality personnel at any level would have no guidance on how to make decisions on the programme.

    Geography and location
    Setsoto Local Municipality is situated in the eastern Free State within the regional boundaries of the Thabo Mofutsayana District Municipality. The local municipal area is 5 948.35 square kilometres. The head office is based in Ficksburg and also incorporates the following towns:
    • Clocolan
    • Marquard
    • Senekal

    Main industries
    Setsoto’s economy is based on mixed agriculture though Ficksburg is most famous for its production of cherries and asparagus. Sparta Beef has a significant impact on the economy of Marquard. Being the biggest employer in the area, it pumps over R1-million into the region every month.

    Main attractions
    Ficksburg also has many tourist attractions including sandstone buildings and is renowned for the annual Cherry Festival. Today, Ficksburg is the gateway to Lesotho and the Katse Dam and boasts a large cosmopolitan population. Marquard offers mountain biking and quad biking. Most rides are along dirt farm roads and jeep tracks.

    According to Census 2011, Setsoto Local Municipality the unemployment rate within municipality was 35, 7%. This implies that EPWP became one of the key interventions needed to curb the scourge of unemployment and poverty.

    The municipality has appointed an EPWP Champion, Mr. Mphutlane Mohapi Ernest who has successfully coordinated the endorsement of the EPWP policy during EPWP Phase 2.

    Setsoto EPWP Steering Committee has been established by Accounting Officer to:
    • Create and enabling climate for the successful implementation of EPWP in Setsoto Local Municipality across all 3 sectors,
    • Monitor and evaluate the performance,
    • Set performance standards; and
    • Compile and EPWP Management Plan.

    As a result, the EPWP performance for the last three years of EPWP Phase 2 improved.

    This current financial 2014/2015, Setsoto Local Municipality has a strategy to massify EPWP delivery to contribute towards radical transformation of the local economic development.

    SETSOTO EPWP RENEWED COMMITMENT

    Bridging the gap between poverty-stricken communities and those of the middle class of Setsoto Local Municipality remains a key challenge. A genuine commitment to job creation is the only sustainable answer to the municipality’s mounting social distress

    Through the expanded public works Programme, the municipality has renewed its commitment to EPWP as follows:
    • Will ensure that all EPWP projects within Setsoto Local Municipality target the unemployment youth and poor households in the following towns: Meqheleng, Matwabeng, Hlohlolwane and Moemaneng to alleviate poverty and unemployment.
    • Will ensure the attainment of the yearly target as committed to by the political champions, the Mayor, the Premier and Minister of Public Works as well as the Municipal Manager.

    DEVENFRA Plough Back to the Community

    The Mayor of Setsoto Local Municipality Cllr Tshediso Jakobo together with DEVENFRA contractor bolted the month of February on a very high note. DEVENFRA contractor is responsible for developing PSL level stadium at Meqheleng which has a capacity to carry 2500 people. This massive development project amount to 60 million rand for its completion. The Mayor of Setsoto Local Municipality Cllr Tshediso Jakobo awarded certificate and working tools to the brick layers and steel fixers. These people were identified from the community of Meqheleng and were employed and given necessary skills of brick laying and still fixing.

    One of the workers Mr.Maloke David who also received a gift, had this to say “I am indeed humbled and feel privileged are to be counted amongst the recipients of this noble initiative. These tools will help me a lot moving forward”.

    “We are very proud as the company to have given back to the community of Meqheleng since this is the motto of our company. We believe in uplifting and ploughing back to the community” said Mr Cloete the managing Director of DEVENFRA contractor.

    A total of twenty (20) brick layers and steel fixers benefited from this initiative. This has seen the recipients not only making ends meet but also equipping them for better life after this project.

    This project started in June 2012 and has created jobs for 24 members of the community and it is expected to be complete by 2015.

    Setsoto Ended 2013\2014 Financial Year on a High Note

    It is a derived pleasure to announce to the community of Setsoto that the municipality managed to secure new Municipal fleet during the 2013/2014 financial year.

    The Municipality saw it befitting to invest in buying these new fleet which comprises of seven (7) bakkies, tipper truck, Injector machine and the caterpillar). The purpose behind this initiative was to ensure that as the municipality we keep and fulfill our primary responsibility and task of ensuring and enhancing service delivery speedily to our community.

    We are convinced as the municipality that this initiative will benefit our community in a very positive way and bridge a gap between complaints and the response within a reasonable time. The fleet was distributed amongst all four units of Setsoto Municipality (Clocolan, Marquard, Senekal and Ficksburg) and they are already on the ground working to make lives of our people better.

    A household must use not more than 25kl of water per month.
    Watering gardens will not be allowed, it must stop with immediate effect.
    There will be interim disconnection of water where illegal connections are found to have happened.
    Businesses, hotels, boarding house government buildings, schools and recreation clubs must reduce their annual usage by 30%.
    Valve management shall be implemented during periods of the day as and when required. However, the times will be communicated to residents on time.
    The Speaker and Ward Councillors will embark on public awareness campaigns to inform the community about these water conservation and water restrictions.

    Penalties

    The Traffic Officers and Water Services Officials will monitor adherence to these restrictive measures.

    A fine of R500.00 will be imposed upon anyone found abusing water resources in line with restrictions. Failure to pay the fine will result in criminal charges being brought against the person in terms of the Water Restrictions Bylaw.
    Exceeding the household limit of 25kl per household will result in tariff increase as follows: increase of 30% between 25-35kl and increase of 50% above 35kl.
    Businesses, hotels, boarding house government buildings, schools and recreation clubs will get a 30% penalty in levy.
    All businesses, hotels, boarding houses, government buildings, schools and recreation clubs that cannot achieve this should apply to Director Technical Services for consideration of an exemption based on valid reasons.
