    Notice is hereby given to all residents of Setsoto Local Municipality as alert with regard to provision of water to all residents.

    The Municipality would like to bring to the attention of all community members that all raw water sources are dry and the municipality is facing the challenge of providing even a single drop of water in our taps. The Municipality would like to emphasize that drought is a national challenge it is not only in Setsoto.

    The municipality will however continue delivering water to communities through water tanks. Members are advised to consult with their Ward Councillors regarding points of delivery and time schedules or consultation can be done at nearest Municipal Offices.

    We appeal to the residents to start using the little water at our disposal sparingly, immediately. Activities such as watering gardens and car washing must be halted to lengthen the supply of water to all residents.

    It is up to us all to take responsibility to conserve water and we therefore urge all community members to immediately report water leakages so that we can prevent further loss of water.

Under the stewardship of Nelson Mandela the country had an unwavering dedication to democracy, selflessness, reconciliation, service to humanity and a better life for all.

    The recent attacks on foreign nationals are a threat to our historical achievements as a nation. Moreover, the attacks go against the democratic values enshrined in the Constitution.
    Government encourages communities to continue to work with government to ensure that there is a lasting peace. Be part of the solution by saying no to violence and reporting those who are bent on using violence to destabilise our society to the police.

    The President of the Republic of South Africa Mr. Jacob Zuma in his State of the Nation Address delivered on 12th February 2015 specifically directed that Fridays be Cleaning Campaign Days in our localities.

    As Setsoto Local Municipality, implementation of this programme commenced on Friday the 17th of April 2015 whereby officials from different departments within the Municipality carried out the presidential mandate by forming task teams which were deployed in different identified areas around Ficksburg and Meqheleng.

Amongst other raised issues raised by the community members were state of the roads, sites, recreational facilities, lack of job opportunities, development of local economy and others.

    It is during this interaction that the Mayor took an opportunity to assure the community that the Municipality has everyone interests at heart and in its IDP has measures put in place to address key service delivery issues raised. “Where basic services such as provision of water and sanitation to mention few are concerned, the Municipality shall not compromise and will do whatever it takes to ensure that everyone has access to these services.” said the Mayor.

    The community of these towns were happy that the Municipality came down and they welcomed the visit of the municipality with warm hands.

    LICENSING AUTHORITIES AND LICENSING OF BUSINESSES.


    The Setsoto Local Municipality as a Business Licensing Authority must ensure that all businesses within its jurisdiction comply with the requirements of the above legislations and herewith, therefore gives notice to all businesses:

    1. To register their businesses with the municipality.
    2. Where such businesses do not have trading licenses, to apply in order to obtain a business license so as to trade legally
    3. In the case of Hawkers, to apply in order to obtain hawker permits; and
    4. In general, to formalise their businesses by registering with CIPC and SARS. This will enable their businesses to comply with legislation by obtaining the necessary documents (e.g. Business Registration Certificates with Registration Number; Income Tax Number; and Tax Clearance)


    The applications forms are available for downloading from Setsoto Local Municipality website and can also be obtained at LED Office or any municipality offices in the following towns: FICKSBURG; CLOCOLAN; MARQUARD; AND SENEKAL

    This process of registering and licensing of businesses is open from 17Th April 2015 and all businesses must have obtained licenses and/or permits before the 30th JUNE 2015.

    NB: ALL BUSINESSES DOING TRADE WITHOUT LICENCE SHALL BE GUILTY OF AN OFFENSE AND SHALL BE LIABLE TO A FINE NOT EXCEEDING R 1,000 AND MAY BE FORCED TO CLOSE.

    The month of March is the month of Human Rights celebrated under the theme “Celebrating the Freedom Charter, Enjoying Equal Human Rights for All”, on the 13th of March 2015, Setsoto Municipality celebrated this month together with the Provincial Government led by the Honorable Premier Ntate Ace Magashule.
    The purpose of the day was to restore the dignity of the people of Setsoto through provision of housing security and to encourage the residents of Ficksburg/Meqheleng to play an active role in social cohesion and nation building. The Honorable Premier Ntate Ace Magashule together with Honorable MEC for Public Works and Infrastructure Ntate Sam Mashinini and Honorable Mayor of Setsoto Municipality Cllr Tshediso Jakobo handed over 8 complete houses to beneficiaries in Caledon Park in Ficksburg.
    The beneficiaries received keys to their new and bigger houses after demolishing houses built before 1994 in which these families used to stay in. Upon realising the inhumane environments in which these Coloured families lived in, deprived of their privacy, the Free State Provincial government resolved to restore their dignity by providing them with decent houses. This is in line with the provincial government's commitment to do away with two-roomed houses in the province. The new houses were built through the EPWP massification programme by artisans and the local EPWP participants. Through this programme, the unskilled people acquired skills whilst at the same time they were able to put bread on their tables.
    The hand over came right after a massive cleaning campaign at Caledon Park and other identified areas around Meqheleng. The cleaning campaign was led by the Free State Premier Ace Magashule, Members of the Executive Council and Setsoto Council- heeding the call by President Jacob Zuma during the State of the Nation Address (SONA) for citizens to keep their environments clean.
    “We pride ourselves with the newly built houses by the provincial government to our community, as the municipality in partnership with the government we shall ensure that our people live in dignity while exercising their right to access adequate housing” said the Mayor of Setsoto - Cllr Tshediso Jakobo
    Later on, the Premier and the Executive paid a visit to the Wilheminah Agri-village just outside Ficksburg. This is the second Agri-village that the province has established after Diyatalawa. To date, over fifty people are proud occupants of the newly built 50m2 houses at Wilheminah.

    From the 02nd of February 2015, the Setsoto Local Municipality through the Department of Development Planning and Social Security embarked on a public awareness campaign. The purpose of the campaign was to alert and educate learners and ward committee members on issues of Environmental Affairs, Traffic, Fire and Disaster Management.
    The campaign took place around all four towns of Setsoto with all Primary Schools being participants of the campaign. During this campaign municipal representatives educated the learners about the issues of climate change, types of disaster, road safety tips, fire and rescue tips and how to care for our environment.
    The reception of the campaign was welcomed by all schools and thus brought insight and/or emphasis on the work already done by the teachers. The Municipality emphasised amongst others that in order to prevent further damage to our environment, one need to start changing the way of living by refraining from dumping waste at area that are not designated as dumping areas. The learners were eager to learn and this was shown by their excitement during questions session.
    The Municipality prides its self in the communities it serves and aims to protect and honour the promise the Municipality made which is to serve its communities and this promise can only be upheld if the communities work together with the Municipality.

    Smart metering is a solution that offers benefits to households and other consumers in the form of pre-paid electricity system . The benefits associated with smart metering solution to the consumers will be:

    • An end to estimated bills, which are a major source of complaints for many consumers.
    • A tool to help consumers to better manage their electricity usage
    • Eliminate the cut-offs of electricity as result of non-payment .
    • Multiple channels to effect pre-payment
    • Real time information on how much credit is remaining on the meter
    • Convenience of access to purchase electricity {Multiple vending)

      While on the other hand it will be benefit the municipality by:
    • Reducing electricity losses though detection and elimination of electricity theft and tempering with the meters.
    • Up front collection of revenue which will then improve cash flow for the purpose of providing service delivery to the community.


    It is important to highlight to the consumers that the solution will be delivered through a Revenue Sharing Model. The Revenue Sharing Model, refer to the method whereby the appointed service provider will provide CAPITAL OUTLAY to install the Smart Meters to each household for free and charge the municipality a certain percentage in return on the revenue collection . It should be clear that households would not pay for the installation and supply of these smart meters.

    It is in this regard that the municipality is inviting com ments from the public in order to roll out this project of installation of pre-paid smart meters.

    Businesses, hotels, boarding house government buildings, schools and recreation clubs must reduce their annual usage by 30%.
    Valve management shall be implemented during periods of the day as and when required. However, the times will be communicated to residents on time.
    The Speaker and Ward Councillors will embark on public awareness campaigns to inform the community about these water conservation and water restrictions.

    Penalties

    The Traffic Officers and Water Services Officials will monitor adherence to these restrictive measures.

    A fine of R500.00 will be imposed upon anyone found abusing water resources in line with restrictions. Failure to pay the fine will result in criminal charges being brought against the person in terms of the Water Restrictions Bylaw.
    Exceeding the household limit of 25kl per household will result in tariff increase as follows: increase of 30% between 25-35kl and increase of 50% above 35kl.
    Businesses, hotels, boarding house government buildings, schools and recreation clubs will get a 30% penalty in levy.
    All businesses, hotels, boarding houses, government buildings, schools and recreation clubs that cannot achieve this should apply to Director Technical Services for consideration of an exemption based on valid reasons.
