    All residents are once again alerted that the situation of shortage of water has struck the municipality again. This situation is influenced by the low levels of our water sources.

    The Municipality has begun implementing measures to conserve water such as water restrictions and Valve Management. Valve Management will be implemented in Ficksburg/Meqheleng and Senekal/Matwabeng as soon as the situation compels us to do so as to enable the Municipality to conserve the little water at our exposal. In some instances water shall be shut down as a measure of enabling the municipality to carry out its routine maintenance.

    We appeal to the residents to start using water sparingly, immediately. Activities such as watering gardens and car washing must be halted to lengthen the supply of water to all residents.

    It is up to us all to take responsibility to conserve water and we therefore urge all community members to immediately report water leakages so that we can prevent further loss of water.

    Notice is hereby given in terms of section 21A of Municipality System Act 2000, where the public of Setsoto Local Municipality is invited to submit objections or comments with regard to the intention to install the pre-paid smart metering solution to all households where the municipality is providing electricity supply.

    Smart metering is a solution that offers benefits to households and other consumers in the form of pre-paid electricity system . The benefits associated with smart metering solution to the consumers will be:

    • An end to estimated bills, which are a major source of complaints for many consumers.
    • A tool to help consumers to better manage their electricity usage
    • Eliminate the cut-offs of electricity as result of non-payment .
    • Multiple channels to effect pre-payment
    • Real time information on how much credit is remaining on the meter
    • Convenience of access to purchase electricity {Multiple vending)

      While on the other hand it will be benefit the municipality by:
    • Reducing electricity losses though detection and elimination of electricity theft and tempering with the meters.
    • Up front collection of revenue which will then improve cash flow for the purpose of providing service delivery to the community.


    It is important to highlight to the consumers that the solution will be delivered through a Revenue Sharing Model. The Revenue Sharing Model, refer to the method whereby the appointed service provider will provide CAPITAL OUTLAY to install the Smart Meters to each household for free and charge the municipality a certain percentage in return on the revenue collection . It should be clear that households would not pay for the installation and supply of these smart meters.

    It is in this regard that the municipality is inviting com ments from the public in order to roll out this project of installation of pre-paid smart meters.

    On the 27th of November 2014, the Setsoto Local Municipality launched the first in the Free State, a Municipal Fraud & Corruption Hotline at Clocolan Town Hall.

    The purpose of this Fraud & Corruption Hotline is to mitigate fraud and corruption within and around Setsoto Local Municipality. The big step to be taken before anything else, is to admit that fraud and corruption is happening and therefore find and implement solutions thereof.

    Fraud represents a significant potential risk to the SETSOTO LOCAL MUNICIPALITY’s assets, service delivery efficiency and reputation. The Municipality will not tolerate corrupt or fraudulent activities, whether internal or external to the Institution, and will vigorously pursue and prosecute any parties, by all legal means available, which engage in such practices or attempt to do so.

    This hotline has been developed as a result of the expressed commitment of Government to fight corruption such as:

    • Maintaining a culture which is intolerant (zero tolerance) to fraud;
    • Deterrence of fraud;
    • Preventing fraud which cannot be deterred;
    • Detection of fraud;
    • Investigating detected fraud;
    • Taking appropriate action against fraudsters, e.g. prosecution, disciplinary action, etc; and
    • Applying sanctions, which include redress in respect of financial losses.


    This hotline is operating 24/7 and anyone can report their suspicions with no fear as no details of the whistle blower are needed except brief explanation of the incident, time of the incident, the perpetrator and maybe evidence such as photos etc. The Hotline number is 086 072 6325 and evidence can be emailed to fraud@setsoto.co.za or faxed to 088 051 933 5374.

    Businesses, hotels, boarding house government buildings, schools and recreation clubs must reduce their annual usage by 30%.
    Valve management shall be implemented during periods of the day as and when required. However, the times will be communicated to residents on time.
    The Speaker and Ward Councillors will embark on public awareness campaigns to inform the community about these water conservation and water restrictions.

    Penalties

    The Traffic Officers and Water Services Officials will monitor adherence to these restrictive measures.

    A fine of R500.00 will be imposed upon anyone found abusing water resources in line with restrictions. Failure to pay the fine will result in criminal charges being brought against the person in terms of the Water Restrictions Bylaw.
    Exceeding the household limit of 25kl per household will result in tariff increase as follows: increase of 30% between 25-35kl and increase of 50% above 35kl.
    Businesses, hotels, boarding house government buildings, schools and recreation clubs will get a 30% penalty in levy.
    All businesses, hotels, boarding houses, government buildings, schools and recreation clubs that cannot achieve this should apply to Director Technical Services for consideration of an exemption based on valid reasons.
