                    For the past weeks, most areas of Ficksburg/Meqheleng have been without water due to broken pumps at Ficksburg Treatment Plant. The service provider appointed by the municipality has been repairing the pumps but because these pumps have reached their life span, repairing them has become a challenge.

                    To address the current challenge of broken pumps, the Municipality is in the process of procuring two (2) pumps which will replace these timeworn pumps. However, it does not assist for the Municipality to implement all these measures if the same community that the Municipality serves sabotage the Municipality.

                    It has come to attention of the Municipality that some of Municipal Water Infrastructure is being vandalized by community members and this vandalism saw Devil Forks and Fencing being removed from the property, damaging water valves and removal of valve chamber lids. This kind of vandalism has seen the Municipality loosing thousands of clean water due to this barbaric behavior.

                    The Municipality urge the community to refrain from this kind of activities and request the community to assist by reporting any suspicious activities taking place at Municipal properties so that responsible culprits can be brought to justice.

                    On the 13th of December 2016, Setsoto Municipality hosted Operation Hlasela which was led by the office of the Premier in Partnership with different government departments.

                    The day began with a walkabout at newly built school called Itemoheng Primary School followed by visit to 2 identified elderly households and 1 child headed household where the Premier donated furniture, food parcels and planted trees.

                    After Premier`s walkabout the executive then blessed the elders and children with a Christmas Party as part of wishing them splendid Christmas and a happy new year. The day came to an end with an opening of Marquard waste water treatment plant and a mass meeting at Moemaneng Stadium.

                    It is during this meeting that 2 Salon owners received R50 000 cheque each, 4 learners received laptop each, 1 learner received a sponsorship for school uniform, local soccer teams received soccer kits and 2 students with Degree and Honours received an opportunity to be sent to Portugal for work opportunity.

                    For the past weeks Setsoto Municipality has been experiencing water shortage due to the current state of drought happening around the country. To curb the current shortage of water, the municipality implemented strict valve management which saw residents having access to running water for mere 4 hours (16h00-20h00) on daily basis.

                    As of this moment, Caledon River is dry therefore making it impossible to abstract anything out of it. The municipality has however requested to have highlands water released to Caledon River but due to the low levels at Katse Dam, our request could not be granted.

                    To try to curtail the situation the Municipality will continue implementing valve management but this time the community will have access to running water for just two hours (18h00-20h00) on daily basis.

                    The current situation unfortunately affects all towns of Setsoto and it is anticipated that the current supply will last until mid-October all over Setsoto.
                    We appeal to the residents to continue using water sparingly, immediately. Activities such as watering gardens and car washing must be halted to lengthen the supply of water to all residents. Entities such as hotels, abattoirs, government buildings and schools must reduce water usage as well.

                    It is up to us all to take responsibility to conserve water and we therefore urge all community members to immediately report water leakages so that we can prevent further loss of water.
                    The implementation of these water-saving measures by residents coupled with interventions from the municipality would assist in ensuring that we have water most of the time. The officials are available to assist residents with queries related to water shortage.

                    Caledon Modder Subsystem — Limiting the use of Water in terms of Item of Schedule 3 of the National Water Act of 1998 for Urban and Irrigation Purposes from the Dam within the Caledon-Modder Subsystem


                    I, Sifiso Mkhize, 1,) my capacity as Director General of the Department of Water and Sanitation, on reasonable grounds believe that a potential water shortage exists in the CaledonModdersubsystem.This is due to insufficient rains and infrastructural constraint that islimiting transfer capacity from the Caledon to the Modder sub-system.

                    In terms of Item 6(1) of Schedule 3 to the Act, the Minister of Water and Sanitation may limit the use of water if on reasonable grounds the Minister believes that a water shortage exists within the area concerned. This power has been delegated to me in terms of section 63 (1) (b) of the Act.

                    Therefore in my capacity as the Director General of the Department of Water and Sanitation, I hereby under delegated authority in terms of item 6 (1) of Schedule 3 to the Act limit the taking of water from the Caledon-Modder subsystem by all users as follows:
                    1. 30% restriction on water use for Domestic and Industrial supply to the Mangaung Metropolitan Supply area (including other small towns supplied from Caledon-Modder subsystem), and the towns of Ladybrand within the Mantsopa Municipality andFicksburg within the Setsoto Municipality as well as Fouriesburg within the Dihlabeng Municipality.
                    2. 75% restrictions on the use of water for Irrigationpurposes in the Modder River sub-catchment upstream of Maselspoort Dam.
                    3. 75% restrictions on the use of water for Irrigationpurposes in the Caledon and Little Caledon River sub-catchment upstream of Welbedacht Dam.
                    4. 100% restriction on the use of water for Irrigation purposes in the Caledon and Little Caledon River sub-catchment upstream of Welbedacht Dam when water is released from the Lesotho Highlands Water Project.


                    The limitations apply from the date of this notice until further notice.

                    In exercising the powers, 1 have given preference to the maintenance of the Reserve, treated all water users on a basis that is fair and reasonable, considered the actual extent of the water shortage, the likely effects of the shortage on the water users, the strategic importance of any water use and any water rationing or water use limitations by a water services institution having jurisdiction in the area concerned under the Water Services Act 108 of 1997.

                    Placing limitation on the taking of water use as set out in this notice is an administrative action affecting the rights of the public as contemplated in section 4 of the Promotion of Administrative Justice Act 3 of 2000 (PAJA). After I have taken into consideration all relevant factors, including those referred in section 4 (4) (b)PAJA, I have decided that it is reasonable and justifiable in the circumstances to depart from the requirements referred to in section 4

                    (1) (a) to (e), (2) and (3) of PAJA and instituted this limitation without allowing the water users affected and other role players to comment on the matter before i institute the limitation.

                    This notice overrides any other previous authorization on water restrictions issued by the Department relating to this area.

                    The idea of Mandela Day was inspired by Nelson Mandela at his 90th birthday celebrations in London’s Hyde Park in 2008 when he said: "It is time for new hands to lift the burdens. It is in your hands now."

                    The United Nations officially declared 18th July as Nelson Mandela International Day in November 2009, recognizing Mandela’s "values and his dedication to the service of humanity" and acknowledging his contribution "to the struggle for democracy internationally and the promotion of a culture of peace throughout the world".

                    The celebration of Mandela Day aims to serve as a global call to action for people to "recognize their individual power to make an imprint and help change the world around them for the better", says the Nelson Mandela Foundation.


                    On the 18th of July 2016, Setsoto Local officials celebrated Mandela Day by dedicating 67 minutes to Tannie Geertjie who lives at Ficksburg Old Age Home. The officials cooked a soup, traditional water bread and hand knitted a blanket which was presented to Tannie right after spending time with all the ladies of the old age.

                    “Spending the time with all these beautiful ladies really gave us a moment to reflect on life but most importantly we felt gratified to have dedicated time and attention on others rather than ourselves, which exactly what Mandela Day is all about.” said Me Thobeka Zondi, Director Engineering Services.

                    Although the Municipality spent time with its senior citizen, it did not forget to embark on a campaign of Clear River which was this year’s official campaign as per the directive by the Presidency. On the 25th of July 2016, Setsoto Local Municipality in partnership with Department of Water and Sanitation, Bloem Water, Sparta and Setsoto Women Empowerment embarked on a cleaning campaign at Caledon River in Ficksburg.

                    This campaign saw more than 200 Setsoto Women Empowerment beneficiaries receiving “gumboots” from Sparta.

                    United Nations has declared the 05 June as a day in which World Environment Day is celebrated worldwide to raise global awareness to take positive environment action to protect nature and the planet earth.* In South Africa June is declared as the National Environment Month and is celebrated by creating awareness on the importance of environmental care and management.

                    Setsoto Local Municipality in partnership with Youth Jobs in Waste hosted an Exhibition to celebrate World Environmental Day. The aim of the exhibition was to educate and inform the youth and leaners about environmental care and management and to further inform them on various opportunities and careers that are within the environmental sector.

                    The exhibition was successful as all the stakeholders that were invited were present on the day.* Mr Malefetsane Motjetje, who is staying in Meqheleng was one of the stakeholders who was displaying his art work. He was also recruited by Die Blik Plek to work with them to further expand his work.


                    STAKEHOLDERS WHO TOOK PART
                    The following stakeholders were present on the day and took part. They exhibited their programmes as expected.

                    Different stakeholders and role-players were invited to exhibits their key programmes towards saving the environment on the day. By educating our community (especially Youth) to take ownership of the environment, the environment will be conserved for the benefit of the present and the future generations.
                    “The important message that the municipality wanted to convey to the community is to take responsibility for the environment. Everyone is responsible for the environment as the basis of human existence and incidents such as illegal dumping, littering, uncontrolled veld fires, cutting of trees and polluting our air and water are all contributing to land degradation and thus destroy our environment” said Me Nthai Ngwepe Setsoto Environmental Management Officer.

                    Youth was encouraged to consider studying towards environmental management and to use environment as an opportunity to start their own businesses (e.g. Recycling). The exhibition provided the youth and learners with the necessary knowledge/skills/attitude to be able to collectively address and try to solve the issues we are all faced with, for the sake of sustainability.
                    There is a saying “If you are thinking in one hundred years – educate people” and by educating communities to take ownership of their environment; we are preserving our environment for the benefit of the present and the future generations.

                    Dispensing Medication

                    The APSD has become an important strategic event on the African Union (AU) calendar which emanated from the decision of the first Conference of African Ministers for Civil/Public Service (CAMPS) in their meeting held at Tangiers, Algeria. The meeting proclaimed June 23rd as the APSD.
                    This decision was later endorsed by the African Union Heads of State and Governments. Top of the APSD agenda event is to mark and appreciate the work being done by the public service and to recognize their positive contribution to the socio-economic development of the continent.


                    This year of 2016, the Provincial Government of the Free State Celebrated the African Public Service Day here at Setsoto Local Municipality. The celebration was devided into two activities.
                    On day one the 22nd of June 2016 Public Servants embarked on cleaning campaign at different Health Service Points namely Phomolong Clinic, Masebabatso Clinic, Meqheleng Clinic and Phutholoha Hospital.
                    The day’s activity included cleaning , data capturing, dispensing of medication and registrations of patients.


                    On day two the 23rd of June 2016, a think-tank Roundtable engagement and Conversation on the theme and sub-themes in advancing the different aspirations of Agenda 2063, the African Charter and Sustainable Development Goals on Gender Mainstreaming was held at Mapenyadira Hall. The day’s activity included different government departments rendering services to the community. The departments amongst others included HomeAffairs, Human Settlement, Health, Rural Development and Land Reform etc..


                    APSD serves as a platform for African public service to interact, showcase and reward good initiatives and achievements nationally and across the continent. It further provides an invaluable opportunity for public servants to promote values such as professionalism, accountability, responsiveness, ethics and performance in the delivery of public service.
                    The common theme for the National and Continental APSD celebration is:
                    “The Role of Public Services in Women Empowerment, Innovation and Accessible Service Delivery”

                    The Africa Public Service Day Sub-Themes are:
                    • Innovation in Public Service performance towards accessible and effective service delivery
                    • Public Service Women empowerment towards achievement of African agenda 2063 in the context of service delivery
                    • Accessible Public Service towards Effective, Efficient and Sustainable service delivery.


                    The targeted sectors for the build-up activities for the APSD include Education, Health, Human Settlement sectors and Thusong Centres.

                    stricter valve management have to be implemented in order to ensure that a reserve can
                    build up in the reservoirs.

                    In September 2015, the Premier of Free State declared the province as a disaster stricken area and Setsoto Local Municipality was amongst municipalities that suffered from serious drought effects with water levels being dried up due to lack of rain and this led to water supply being insufficient for the demand in the area.

                    Due to continuation of lack of rain in Setsoto, the municipality has landed in a difficult situation of not being able to provide all communities with running water. This situation is currently influenced by the low levels of raw water in Caledon River and Meulspruit Dam and therefore making it almost impossible for the Municipality to pump. This situation has affected Ficksburg, Meqheleng, Caledon Park, Clocolan and Hlololwane.

                    To ensure a longer supply of water to the residents, the Municipality will resume with water restrictions and valve management immediately and this will continue for as long there is water in our reservoirs and we receive rain in Setsoto.

                    The municipality will however continue delivering water to communities through water tanks. Members are advised to consult with their Ward Councilors regarding points of delivery and time schedules or consultation can be done at nearest Municipal Offices.

                    Although some residents have running water, we appeal to the residents to continue using water sparingly, immediately. Activities such as watering gardens and car washing must be halted to lengthen the supply of water to all residents.

                    It is up to us all to take responsibility to conserve water and we therefore urge all community members to immediately report water leakages so that we can prevent further loss of water.

                    The Municipality would like to thank the community for bearing with us during the time of water crisis.
