    On the 15th of November 2014, the Honourable Premier Ntate Ace Magashule and his Executive Committee blessed Setsoto Local Municipality with their presence once again.

    In September 2014, the Premier and his Committee visited Ficksburg/Meqheleng through his Operation Hlasela and community members saw their lives being transformed through initiatives delivered by the Free State Government. Not only community members benefited from the good deeds of the Free State Premier but he also focused on improving struggling NGOs, Basadi Iketsetseng Sewing Corporation received a donation of R120 000 as part of empowerment.

    This second round, focus was in Marquard/Moemaneng where the Honourable Premier Ntate Ace Magashule accompanied by his Executive and the Honourable Mayor Cllr Tshediso Jakobo visited different infrastructure projects that are currently ongoing. The purpose was to determine the progress in terms of the project plans. The visited projects were:

    • Fencing of critical municipal properties
    • Upgrading of waste water treatment works
    • Upgraded pump station
    • Bucket eradication project


    The visit was a great delight as the Premier was pleased with the progress of the projects hence progress presented success. The Bucket Eradication Project saw over 1300 houses being introduced to the flushing toilet system for the first time. These connections will be a great benefit to the community as the everlasting smell from buckets will be eradicated permanently and thus eliminate health hazard associated with buckets system. This visit by the provincial government closed with a high note when the Premier met with community as a platform to voice out their concerns and therefore offer intervention as an emphasis of good governance.

    • Draft Parking of Vehicles on Public Roads Bylaw
    • Standard Impoundment of Animals Bylaw


    1. Written comments must be handed in at the Office of the Manager Administration, in Municipal Offices, Ficksburg or posted to the Manager Administration, P.O Box 116, Ficksburg, 9730 or faxed to the Manager Administration at number (051) 933-9309 or sent by e-mail to: corporate@setsoto.co.za. Provision for written comments will also be available at the different centres where bylaws are available for perusal as indicated below.
    2. Comments must reach the office of the Manager Administration by 05 December 2014. Comments received after this date will not be considered.
    3. Copies of the By-Laws are available for perusal at the Libraries and Municipal Offices in Ficksburg, Clocolan, Marquard and Senekal, both the town and the township during normal office hours. These Standard By-Laws are also published on the Municipal website at www.setsoto.co.za, under documents - By-Laws for comments : or

    The theme encouraged South Africans to tell their stories as part of celebrating 20 years of democracy. South Africa is a country with a great story to tell, a story of struggle and victory and a commitment to work together to foster nation building and social cohesion.

    This year’s Heritage Month presented an opportunity to remind the nation of our rich heritage through oral history narrations, exhibitions, poetry, music and dance. These activities helped to reinforce efforts for the promotion and preservation of our collective memory and encouraged a sense of common belonging and a shared history.

There will be delays in terms of making payment and would like to apologize for any inconvenience that we might cause as a result of the transformation to the new financial system.

    We would further like to inform you that payment runs will occur on the 15th and the last day of the month. It is therefore important that you make sure that original invoices (no copies will be accepted) are delivered timeously to the applicable receiver of goods and services so that your payment is included in one of these two runs.

    On the 26th of September 2014, Department of Water and Sanitation released water from Lesotho Highlands Water to flow into Caledon River. This move will address the challenge of water shortage to the residents of Setsoto for a certain time.

    The Municipality would like to emphasize that the situation still remains critical hence we have begun to put measures to address the challenge of water in place. These measures are but not limited to valve management which will implemented as soon as possible.

    We appeal to the residents to start using water sparingly, immediately. Activities such as watering gardens and car washing must be halted to lengthen the supply of water to all residents. Entities such as hotels, abattoirs, government buildings and schools must reduce water usage as well.

    It is up to us all to take responsibility to conserve water and we therefore urge all community members to immediately report water leakages so that we can prevent further loss of water.

    The implementation of these water-saving measures by residents coupled with interventions from the municipality would assist in ensuring that we have water most of the time. The officials are available to assist residents with queries related to water shortage. The municipality will be implementing water restrictions to curb water shortage.

    Valve management shall be implemented during periods of the day as and when required. However, the times will be communicated to residents on time.
    The Speaker and Ward Councillors will embark on public awareness campaigns to inform the community about these water conservation and water restrictions.

    Penalties

    The Traffic Officers and Water Services Officials will monitor adherence to these restrictive measures.

    A fine of R500.00 will be imposed upon anyone found abusing water resources in line with restrictions. Failure to pay the fine will result in criminal charges being brought against the person in terms of the Water Restrictions Bylaw.
    Exceeding the household limit of 25kl per household will result in tariff increase as follows: increase of 30% between 25-35kl and increase of 50% above 35kl.
    Businesses, hotels, boarding house government buildings, schools and recreation clubs will get a 30% penalty in levy.
    All businesses, hotels, boarding houses, government buildings, schools and recreation clubs that cannot achieve this should apply to Director Technical Services for consideration of an exemption based on valid reasons.
