    All residents of Ficksburg/Meqheleng are kindly informed that there will be a scheduled water disruption in both Ficksburg Town and Meqheleng Location. The reason for this scheduled disruption is that the municipality will be connecting a 10ML Reservoir to the Water Treatment Plant.

    The disruption will be as follows:

    LICENSING AUTHORITIES AND LICENSING OF BUSINESSES.


    The Setsoto Local Municipality as a Business Licensing Authority must ensure that all businesses within its jurisdiction comply with the requirements of the above legislations and herewith, therefore gives notice to all businesses:

    1. To register their businesses with the municipality.
    2. Where such businesses do not have trading licenses, to apply in order to obtain a business license so as to trade legally
    3. In the case of Hawkers, to apply in order to obtain hawker permits; and
    4. In general, to formalise their businesses by registering with CIPC and SARS. This will enable their businesses to comply with legislation by obtaining the necessary documents (e.g. Business Registration Certificates with Registration Number; Income Tax Number; and Tax Clearance)

    The month of March is the month of Human Rights celebrated under the theme “Celebrating the Freedom Charter, Enjoying Equal Human Rights for All”, on the 13th of March 2015, Setsoto Municipality celebrated this month together with the Provincial Government led by the Honorable Premier Ntate Ace Magashule.
    The purpose of the day was to restore the dignity of the people of Setsoto through provision of housing security and to encourage the residents of Ficksburg/Meqheleng to play an active role in social cohesion and nation building. The Honorable Premier Ntate Ace Magashule together with Honorable MEC for Public Works and Infrastructure Ntate Sam Mashinini and Honorable Mayor of Setsoto Municipality Cllr Tshediso Jakobo handed over 8 complete houses to beneficiaries in Caledon Park in Ficksburg.
    The beneficiaries received keys to their new and bigger houses after demolishing houses built before 1994 in which these families used to stay in. Upon realising the inhumane environments in which these Coloured families lived in, deprived of their privacy, the Free State Provincial government resolved to restore their dignity by providing them with decent houses. This is in line with the provincial government's commitment to do away with two-roomed houses in the province. The new houses were built through the EPWP massification programme by artisans and the local EPWP participants. Through this programme, the unskilled people acquired skills whilst at the same time they were able to put bread on their tables.
    The hand over came right after a massive cleaning campaign at Caledon Park and other identified areas around Meqheleng. The cleaning campaign was led by the Free State Premier Ace Magashule, Members of the Executive Council and Setsoto Council- heeding the call by President Jacob Zuma during the State of the Nation Address (SONA) for citizens to keep their environments clean.
    “We pride ourselves with the newly built houses by the provincial government to our community, as the municipality in partnership with the government we shall ensure that our people live in dignity while exercising their right to access adequate housing” said the Mayor of Setsoto - Cllr Tshediso Jakobo
    Later on, the Premier and the Executive paid a visit to the Wilheminah Agri-village just outside Ficksburg. This is the second Agri-village that the province has established after Diyatalawa. To date, over fifty people are proud occupants of the newly built 50m2 houses at Wilheminah.

    From the 02nd of February 2015, the Setsoto Local Municipality through the Department of Development Planning and Social Security embarked on a public awareness campaign. The purpose of the campaign was to alert and educate learners and ward committee members on issues of Environmental Affairs, Traffic, Fire and Disaster Management.
    The campaign took place around all four towns of Setsoto with all Primary Schools being participants of the campaign. During this campaign municipal representatives educated the learners about the issues of climate change, types of disaster, road safety tips, fire and rescue tips and how to care for our environment.
    The reception of the campaign was welcomed by all schools and thus brought insight and/or emphasis on the work already done by the teachers. The Municipality emphasised amongst others that in order to prevent further damage to our environment, one need to start changing the way of living by refraining from dumping waste at area that are not designated as dumping areas. The learners were eager to learn and this was shown by their excitement during questions session.
    The Municipality prides its self in the communities it serves and aims to protect and honour the promise the Municipality made which is to serve its communities and this promise can only be upheld if the communities work together with the Municipality.

    • An end to estimated bills, which are a major source of complaints for many consumers.
    • A tool to help consumers to better manage their electricity usage
    • Eliminate the cut-offs of electricity as result of non-payment .
    • Multiple channels to effect pre-payment
    • Real time information on how much credit is remaining on the meter
    • Convenience of access to purchase electricity {Multiple vending)

      While on the other hand it will be benefit the municipality by:
    • Reducing electricity losses though detection and elimination of electricity theft and tempering with the meters.
    • Up front collection of revenue which will then improve cash flow for the purpose of providing service delivery to the community.


    It is important to highlight to the consumers that the solution will be delivered through a Revenue Sharing Model. The Revenue Sharing Model, refer to the method whereby the appointed service provider will provide CAPITAL OUTLAY to install the Smart Meters to each household for free and charge the municipality a certain percentage in return on the revenue collection . It should be clear that households would not pay for the installation and supply of these smart meters.

    It is in this regard that the municipality is inviting com ments from the public in order to roll out this project of installation of pre-paid smart meters.

    On the 27th of November 2014, the Setsoto Local Municipality launched the first in the Free State, a Municipal Fraud & Corruption Hotline at Clocolan Town Hall.

    The purpose of this Fraud & Corruption Hotline is to mitigate fraud and corruption within and around Setsoto Local Municipality. The big step to be taken before anything else, is to admit that fraud and corruption is happening and therefore find and implement solutions thereof.

    Fraud represents a significant potential risk to the SETSOTO LOCAL MUNICIPALITY’s assets, service delivery efficiency and reputation. The Municipality will not tolerate corrupt or fraudulent activities, whether internal or external to the Institution, and will vigorously pursue and prosecute any parties, by all legal means available, which engage in such practices or attempt to do so.

    This hotline has been developed as a result of the expressed commitment of Government to fight corruption such as:

    • Maintaining a culture which is intolerant (zero tolerance) to fraud;
    • Deterrence of fraud;
    • Preventing fraud which cannot be deterred;
    • Detection of fraud;
    • Investigating detected fraud;
    • Taking appropriate action against fraudsters, e.g. prosecution, disciplinary action, etc; and
    • Applying sanctions, which include redress in respect of financial losses.

    COMMENTS TO PROPOSED BY-LAWS FOR THE SETSOTO LOCAL MUNICIPALITY

    The following draft and Standard By-Laws for the Setsoto Local Municipality are available for inputs from all stakeholders to enable the Council to consider the adoption thereof aftercomments have been received and considered.

    • Draft Municipal Planning and Land use Bylaw
    • Draft Water Services Bylaw
    • Draft Parking of Vehicles on Public Roads Bylaw
    • Standard Impoundment of Animals Bylaw


    1. Written comments must be handed in at the Office of the Manager Administration, in Municipal Offices, Ficksburg or posted to the Manager Administration, P.O Box 116, Ficksburg, 9730 or faxed to the Manager Administration at number (051) 933-9309 or sent by e-mail to: corporate@setsoto.co.za. Provision for written comments will also be available at the different centres where bylaws are available for perusal as indicated below.
    2. Comments must reach the office of the Manager Administration by 05 December 2014. Comments received after this date will not be considered.
    3. Copies of the By-Laws are available for perusal at the Libraries and Municipal Offices in Ficksburg, Clocolan, Marquard and Senekal, both the town and the township during normal office hours. These Standard By-Laws are also published on the Municipal website at www.setsoto.co.za, under documents - By-Laws for comments : or

    Information to all Suppliers of Goods and Services

    This notice serves as information to all suppliers of goods and services to the Setsoto Municipality:

    We want to point out that the Municipality has embarked in acquiring a new Financial and Accounting System where conversion is in progress. There will be delays in terms of making payment and would like to apologize for any inconvenience that we might cause as a result of the transformation to the new financial system.

    We would further like to inform you that payment runs will occur on the 15th and the last day of the month. It is therefore important that you make sure that original invoices (no copies will be accepted) are delivered timeously to the applicable receiver of goods and services so that your payment is included in one of these two runs.

    On the 26th of September 2014, Department of Water and Sanitation released water from Lesotho Highlands Water to flow into Caledon River. This move will address the challenge of water shortage to the residents of Setsoto for a certain time.

    The Municipality would like to emphasize that the situation still remains critical hence we have begun to put measures to address the challenge of water in place. These measures are but not limited to valve management which will implemented as soon as possible.

    We appeal to the residents to start using water sparingly, immediately. Activities such as watering gardens and car washing must be halted to lengthen the supply of water to all residents. Entities such as hotels, abattoirs, government buildings and schools must reduce water usage as well.

    It is up to us all to take responsibility to conserve water and we therefore urge all community members to immediately report water leakages so that we can prevent further loss of water.

    The implementation of these water-saving measures by residents coupled with interventions from the municipality would assist in ensuring that we have water most of the time. The officials are available to assist residents with queries related to water shortage. The municipality will be implementing water restrictions to curb water shortage.
